Few manufacturing regions anywhere in the world have all four of these stages — chips, consumables, components, and finished hardware — sitting inside a single supply chain radius. That completeness is a structural advantage in a highly competitive printing consumables market, where market share increasingly follows supply chain completeness, not just price.
Geography and policy both played a role, and neither happened by accident.
Zhuhai sits inside the Guangdong-Hong Kong-Macao Greater Bay Area, giving the cluster direct access to some of the world's busiest ports and a deep regional base of electronics manufacturing and engineering talent. Within the city, Xiangzhou District — where most of the cluster is concentrated — has formally designated printing as one of its three priority industries to cultivate, alongside integrated circuits and biomedicine.

That designation isn't just rhetorical. The same 2022 municipal policy explicitly calls for supporting a national innovation platform for domestic printer manufacturing and a testing and evaluation center for domestic printing equipment, alongside cultivating internationally leading products and brands in laser printers, label printers, and thermal printers, plus high-end consumables such as OPC drums and inks and toners. Zhuhai's official policy on digital economy development explicitly names "printer consumables chips" among the specialized chip categories the city is directing R&D and industrialization support toward, as part of its broader integrated circuit strategy.
That policy support shows up as standing infrastructure, too. Zhuhai's cluster is backed by a national-level quality supervision and inspection center for office equipment and consumables, a Greater Bay Area innovation center for 3D printing, two academician workstations, and more than 21 city-level or higher engineering R&D centers.
In short: the cluster exists because a city planned for it, zoned for it, and kept funding it — not because cartridge manufacturers happened to end up in the same place.
G&G's own history runs almost parallel to Zhuhai's rise as a manufacturing base, and the company's technical milestones are part of what gave the cluster its shape.
G&G was founded in 2000, entering the market as a remanufacturer before shifting its focus toward developing compatible inkjet cartridges of its own design. By 2002, the company had developed compatible cartridge chip technology —as the first move of its kind by a company in this industry. That decision to invest in proprietary chip design, rather than compete purely on price, became the foundation for the patent portfolio the company has built since.
Manufacturing discipline kept pace with engineering. The group's automation push traces back to 2012. That year, it launched a 12-step industrial engineering program internally called IE12, aimed at standardizing production and delivering consistently quality prints across every cartridge that leaves the line.
By 2018, that investment had paid off. The company brought online a couple of fully automated colour toner cartridge workshops. Automated ink cartridge production followed soon after. Every link in the manufacturing chain, from raw material intake to final inspection and packaging, is now monitored and upgraded continuously. This kind of sustained automation investment is exactly what makes benchmarks like the 4-second printer cartridge and 15-second printer production times possible across the wider cluster today.

The cluster's hardware side advanced alongside it. In 2010, G&G's parent group developed China's own laser printer technology — at the time, one of a small number of countries with independently developed laser printer technology.
G&G says it was also the first company in China's compatible consumables industry to publish an ESG report. That move extended the same pattern of investing ahead of what the market strictly required, this time into environmental and social governance. For a cluster whose reputation increasingly depends on international buyers' confidence in its manufacturing standards, that kind of disclosure matters. It functions less as a marketing exercise and more as a credibility signal. It shows a willingness to be measured, not just described.
